4. Qualification Requirements for Bidders:

• The Tender Commission will conduct a pre-qualification of participants eligible to submit proposals. The following requirements must be met:
• The company must not be in the process of reorganization, liquidation, or bankruptcy;
• The company must have no overdue debts on taxes or other mandatory payments;
• All necessary documents confirming compliance with the qualification criteria must be submitted within the specified deadline;
• The company must not have a record of improper fulfillment of obligations under previously signed contracts with the Contracting Authority or Contract Holder;
• The company must have been legally established at least 6 months prior to the tender announcement;
• The company must not be listed in the Unified Register of Unreliable Suppliers;
• The company must not be involved in any current court or arbitration proceedings with the Contract Holder and/or the Customer;
• The company must not be registered in jurisdictions that provide preferential tax treatment and/or do not require disclosure of financial transactions (offshore zones), and must not have accounts in banks located in such offshore zones.
